GIDC suspends two field managers for misconduct

One faces charges for tender violation, other for poor road work in Honda-Sattari

The Goa Industrial Development Corporation (GIDC) has suspended two of its field managers, pending inquiry. While one is placed under suspension over failure to maintain quality control of newly constructed road, the other is facing charges of potential conflict of interest, stemming from a family member’s involvement in a tender process.

Field Manager Vivesh Tuenkar, attached to the head office, is facing charges of violations of the Central Civil Services (Conduct) Rules, as one of his family member participated in the tender process and was declared as a successful bidder.

On the other hand, Field Manager at Honda Industrial Estate Mohammed Anwar Baig is suspended after the newly constructed road, under his supervision, was washed-out due to rains.

“Both the field officers are placed under suspension pending inquiry. Violation of CCS Rules is a serious offence. GIDC is currently investigating both the cases,” a senior official confirmed.

The CCS rules, specifically Rule 16, prevent government servants from making investments or engaging in activities that could influence their official duties or create a conflict of interest. 

“The Field Manager kept GIDC in the dark about his family member bidding for the tender, floated by the Corporation. The family member even managed to get the contract, which was pertaining to road construction,” the official said.

Apparently, the contract went to Vivesh Construction – the one owned by Tuenkar’s mother. The contract was for the construction of IDC road at Honda-Sattari industrial estate. The heavy rainfall exposed the poor quality of the road.

“The newly constructed road got washed-off and the field manager Mohammed Anwar Baig  claimed that it happened due to heavy rains and flooding. This has raised questions about the oversight and quality control during construction.

“Since both the cases are inter-linked and to ensure that there is no tempering of evidences, we have placed both the field managers under suspension,” the officer explained.
