Chief Minister Laxmikant Parsekar will receive the honour at the India Today State of the States Conclave 2016, to be held on Friday, November 4 in New Delhi.
The study tracks each state’s performance over time and, in particular, records the changes over the last year. It takes into account both the business environment and the quality of life. The parameters on which the states are judged include economy, agriculture, education, healthcare, infrastructure, inclusive development, law and order, e-governance, entrepreneurship, and environment.
The news comes even as one of the foremost complaints especially among the tourism industry in the state is that the state lacks the kind of infrastructure needed to bring in the right kind of tourists in the State.
The details of what has helped Goa make it to the top in these categories is yet to be made public with them expected to be made known soon.
Goa has consistently made it among the top in the survey. In the past too Goa has been walked away with top honours as the best small state, most improved state as well as in the areas of health, education, etc in the past as well as for the quality of life it offers.
The State of the States survey is done using objective data from government academic sources. Weights are assigned to each variable like that of ratio of policement vis a vis population, pending case, the kind of crimes that take place in the state, the panchayat devolution index, etransactions, health indicators like infant mortality while lifestyle indicators were like that of percentage of population above the poverty line, the ratio of capital expenditure total population, per capita GDP in each of the sectors, ratio of industrial workers to urban population, etc. Manohar Parrikar, Laxmikant Parsekar as well as Digambar Kamat have in recent past accepted awards on behalf of the State for indicators that are better than the rest.
