Goa Police constable embroiled in controversy, faces dismissal

Dept finds he was convicted, defrauded job aspirant, issues notice

A police constable is at the centre of a scandal. Goa Police issued him a show-cause notice for dismissal, alleging he deliberately concealed a prior criminal conviction. The notice, signed by Superintendent of Police Nelson Albuquerque, was served under the Central Civil Services (Temporary Service) Rule 5(1) to Vishal Madgaonkar on October 17.

Madgaonkar is presently posted as a wireless messenger and given a month to reply from the date of issue of this notice.

Sources revealed to The Goan he was caught in controversy when a woman from Vasco lodged a complaint with the Director General of Police, accusing Madgaonkar of defrauding her of Rs 4 lakh.

The complainant alleged that in April 2022 under the pretext of facilitating an appointment as Assistant Manager (Finance) at Goa Shipyard Ltd “ a position that never materialised “ he took the lump sum amount from her. Despite repeated pleas, Madgaonkar allegedly failed to return the money and instead intimidated her.

During an internal inquiry, the department further stumbled upon a prior conviction ‘for causing a public nuisance under the influence of alcohol,’ an offense that he allegedly hid during his recruitment in the ‘disciplined force.’

The Goan is in receipt of the order of the Judicial Magistrate First Class (JMFC), Vasco holding him guilty of the offense. “In view of the plea of the guilt made voluntarily and unequivocal terms, I accept the plea of the accused (Dattaraj Kuthwalkar and Vishal Madgaonkar) and hold him guilty under sections 34 (VI) of IP Act and sentenced to pay a fine of Rs 50 each in default to undergo 02 days (of imprisonment),” the order by JMFC (A) Sahir Issani stated to the FIR registered on December 5, 2023. 

The department also found that Madgaonkar leveraged his alleged political connections to defraud the job aspirant. The woman complainant had demanded his dismissal and arrest while annexing damning evidence including threatening WhatsApp messages and the JMFC order.

She also forwarded the complaint to the Supreme Court, President, Prime Minister, other related agencies and quasi-judicial bodies within and outside Goa.

Cheating case registered against another cop 

PANAJI: Panaji police registered a case of cheating against Gourish Shirgaonkar for allegedly forging SSC certificate from Noida Board and producing it as genuine during recruitment in the department for Barber posting. The FIR has been registered based on a complaint filed by SP HQ Nelson Albuquerque, following an internal inquiry confirming he cheated during the recruitment in March 2023.
