MAPUSA
Urban Development Minister Francisco D’Souza on Friday said the government was planning to stop recruiting staff in civic bodies and instead outsource the job, as employees do not work.
“We have got inputs that the staff in all municipalities does not work properly. We are now planning to stop hiring employees and instead, outsource the work,” D’Souza said. The urban development minister was speaking at a function to facilitate retired civic workers of Mapusa Municipal Council.
D’Souza said that several ministers in the government complained that the civic staff do not work and also refuse to listen.
He said at least 25 percent of the workforce either failed to report or just shirked work in all 14 municipalities across the State. “In such circumstances, we have decided not to create new vacancies and fill only those posts that were required,” he said.
The minister further said that there was a request to include the civic staff in common cadre and the government was actively considering the decision.
“The move to include the civic staff in the common cadre was a long standing demand which has gained currency recently,” he said.
Urging the civic staff to give their best while discharging duty, D’Souza said that his department has always fulfilled the demands of the civic workers. “We have not held back any of the charter of demands of the municipal workers. In fact, Mapusa municipality has given the best facility to its employees,” he said.
“Mapusa civic body was first to implement the seventh pay commission. The daily workers allowance was first increased in Mapusa which was later followed by other civic bodies,” he continued.
He said his department was planning to make all municipalities self-reliant so that they don’t have to depend on the government for financial grants.
“You (civic staff) have to cooperate with the council and work in such a way that the council gets income. You should not go on strike on some flimsy reasons,” he said.Around 14 retired employees of the Mapusa civic body were felicitated on the occasion.
