Goa Human Rights Commission (GHRC) has asked the Goa Government to conduct inspections of all police stations in the State to ascertain the shortcomings and to take appropriate steps to improve working conditions of the police personnel, more particularly women police staff members.
Based on a complaint filed by Adv Aires Rodrigues, GHRC officials had on May 26 conducted random inspection at Old Goa and Colva police stations. The inspection report filed thereafter speaks of the unsatisfactory working conditions of police personnel which require drastic improvements.
A three-member team headed by GHRC Secretary Margaret Fernandes, Under Secretary Shashikant Bhamaikar and Police Inspector Manoj Mardolkar attached to the Investigation Cell of the GHRC had inspected the two police stations and submitted a detailed 11-page report along with photographs and video footage highlighting the pathetic working conditions at both the police stations.
However, as it is not practicable for it to inspect every police station, GHRC has asked the state government to undertake this exercise.
GHRC, in its report, has observed that the police station buildings are very old, overcrowded and insufficient to accommodate the total working staff, insufficient strength of the staff, inadequate rest rooms for female staff members and lastly no separate of personnel for maintaining law and order and investigation of cases. It was further noted that a proposal for creation of 4,629 posts has been moved to the state government for sanction and that this could improve the working conditions of the police personnel.
Pointing out that most policemen get a break only after many days of work, Adv Rodrigues in his complaint to the GHRC in September last year had stated that this has been taking a toll on their personal lives with a spate of incidents that have exposed the stress levels affecting the force.
