Who’s responsible for allowing huge number of posts to lapse in the Margao Municipal Council over the years, resulting in manpower shortage that has hit the A Class civic body?
Post-visit of TCP Minister Vijai Sardesai to the Margao Municipal Council for his Janata Darbar, it has come to light that a number of posts have lapsed following the failure of the civic body to fill up the vacant posts within two years. Failure of the municipal body to hold the Departmental Promotion Committee (DPC) meeting from time to time is also cited as a reason behind the posts getting lapsed over the years.
As many as two superintendents, one head clerk, one senior steno, eight lower divisional clerks (LDCs), two upper divisional clerks (UDCs), one market inspector, two site supervisors, one librarian have lapsed for want of filling up of the vacancies by the civic body. It is also learnt that around 50 posts of workers have also lapsed over the years.
Presently, the post of a site supervisor and the post of market inspector have fallen vacant, and officials in the know pointed out that these two posts may also lapse if the civic body does not fill up the vacancies within the time frame.
Municipal officials in the know informed that the civic body has sent a list of posts that have lapsed over the years to the Director of Municipal Administration, with a plea to seek their revival. However, officials pointed out that the procedure to revive the lapsed posts is a tedious job, as the proposal is required to get the nod of the Finance department, before the DMA accords approval for the revival of the posts.
“It involves extensive documentation in order to revive a particular post. All these posts got lapsed either because they were not filled up directly by the Municipality or through departmental promotion by holding the DPC meeting,” informed an official in the know.
When The Goan contacted MMC Chairperson Babita Angle Prabhudesai to shed light on the lapsed posts and the failure of the civic body to hold the Departmental Promotion Committee (DPC) meetings, she said the Chief Officer has been asked to prepare the ground work to hold the DPC at the earliest. As far as the lapsed posts are concerned, Babita pointed out that most of the posts got lapsed before the current Council took over the reigns.
Employees yet to get promotional benefits, MACPS scheme
MARGAO: The Margao Municipal Council might have been caught napping for allowing many posts to lapse over the years. Margao Municipal officials say that many employees had also been denied not just the promotional avenues, but benefits of the Modified Assured Career Progression Scheme (MACPS) for reasons best known to the City Fathers and the Municipal babus.
Municipal officials and workers told The Goan that the employees eligible for the MACPS scheme has not received the benefits for over four years now, causing stagnation in the career of many employees. “Benefits of the MACPS scheme are available for employees after a fixed period of time in lieu of not given the promotions. In the case of the Margao Municipal employees, the MACPS scheme has not been implemented for four long years now. And, we have no idea whether we will get benefits of the scheme in the near future,” informed an aggrieved senior employee, who has now pinned hopes on the incumbent Chief Officer Johnson Fernandes to bring about a turn around in their pay scales.
The Chief Officer told The Goan that he has forwarded to the DMA a proposal to apply MACPS scheme to the Municipal employees and workers at the earliest.
