Minor girl makes statement before Judicial Magistrate

In her complaint registered at the Panaji Police Station on Wednesday, the minor girl had stated that in the month of March this year, between 6 pm and 11 am the next day, St Cruz MLA Atanasio ‘Babush’ Monserrate, her mother and a neighbour ‘aunty’ hatched a criminal conspiracy wherein they knowingly delivered the complainant to Monserrate for sexual exploitation for consideration of ` 50 lakh.

Her statement recorded before the magistrate did not vary from this initial complaint and she described each event without much divergence from what she had confided in the Child Welfare Committee.
The complaint also said that in furtherance, the St Cruz MLA wrongfully confined her and administered stupefying substance mixed in a drink and had sexual intercourse with her without her consent. His chauffeur-driven car dropped her home the next day.
All the three accused abetted the illegal act on the complainant, reads the FIR registered on the basis of the complaint. However, sources from Apna Ghar informed that it was after this incident that the girl began to misbehave and quarrel with her mother.
“She had said that her daughter was not returning home on time at night. The mother also stated that her daughter refuses to go home with her parents and hence parted with her guardianship. When she ran away once again, the mother lodged a police compliant and when she was caught, the police brought her to Apna Ghar on April 11,” said the source.
Director of Women and Child Development Shilpa Shinde has confirmed this. Speaking to The Goan, she said, “It was the mother of the girl who entrusted her to the care of the child care authorities on April 11. It was during her stay at Apna Ghar that the girl shared her troubles with a counselor intern. She opened up over a period of time and it was in the third week of April that she finally relayed her entire story to the counselor. The counselor, as per procedure, intimated the Child Welfare Committee which then took cognizance of the matter 
and initiated contact with 
the police.”
The girl underwent several other medical tests at Goa Medical College and Hospital, Bambolim on Thursday prior to having her statement recorded before the JMFC. She was then taken back to Apna Ghar, Merces.
