Navelim panchayat shows the way

If there is one panchayat in Goa that has kept the 'Digital India' flag flying high, it has to be the Navelim panchayat.

MAPUSA:
For the last three years, the panchayat staff has been working tirelessly to not only update the website on regular basis, but to also offer new features on it.
From displaying the status of RTI applications to listing the number of construction licences and occupancy certificates issued in the village, all these records are available in detail on the website.
Besides the minute information, the website offers residents the service of paying house tax online, something which other eight pancha
yats have failed to do.
Recently, the panchayat has also offered cashless facility to residents of the village. A local can swipe his or her debit or credit card for payment of fees in the panchayat.
Panchayat Secretary Mario Viegas attributed the success of running the website to the dedication of his staff. "There's no secret to our success on maintaining the website. We believe in transparency and working with dedication. Our staff regularly updates the website," Viegas told The Goan. Obviously, there is hard work involved to maintain an up-to-date record on the website.
There is no dedicated staff to look after the website. Nor do they get additional allowance to do the job.
"Apart from my regular clerical work, I make it appoint to update the website, sometimes staying back beyond working hours," disclosed Cliff D'Costa, an LDC in the panchayat. So what motivates the staff to keep the website updated? "I simply like to do it. It gives me immense satisfaction and pride to update the website because I am from the village," D'Costa said. So, it was not surprising to find Navelim as the only panchayat to update the names and photographs of all 11 panchayat members soon after the 2017 panchayat election on its website.

MAPUSA Despite Prime Minister Narendra Modi's push for ‘Digital India', only nine of the 191 village panchayats in Goa have been able to host its own websites. Even more surprisingly, out of the nine panchayats, the website of only one panchayat has been regularly updated. The other eight have failed to keep track of recent developments, including the election of new panch members, on their websites for quite some time now. Answering an unstarred question of Cuncolim…
