The Supreme Court has issued notice on a Special Leave Petition filed by Goa Bachao Abhiyan challenging the Bombay High Court’s dismissal of its petition concerning the Parmesh Construction Private Limited project and the permissions and approvals associated with it.
It may be noted that the Supreme Court order has not granted any restraint against the Parmesh project as reported is some sections of social media. The top court has only directed that notice be issued to the respondents, with the matter listed for September 18.
A bench comprising Chief Justice of India and Justices Joymalya Bagchi and V Mohana took up the matter on September 2 and granted permission to file the SLP, condoned the delay in filing it and directed that notice be issued to the respondents, returnable on September 18. The matter has also been tagged with another appeal pending before the Supreme Court.
In a press statement issued after Wednesday’s proceedings, Goa Bachao Abhiyan said its original challenge was dismissed by the High Court on November 14, 2025. It subsequently filed a review petition, which was dismissed on April 27, 2026.
The Supreme Court record shows that the SLP filed by Goa Bachao Abhiyan arises from the High Court’s November 14, 2025 judgment and its April 27, 2026 order in the review proceedings. According to Goa Bachao Abhiyan, it has now approached the Supreme Court seeking reconsideration of the High Court’s decision.
Goa Bachao Abhiyan also acknowledged that no stay order has been passed against Parmesh Construction or its project. It said there is currently no order of stay, status quo, restraint or suspension affecting the project’s permissions, clearances, construction or ongoing activities.
