Only 5% of domestic violence cases genuine: Data

PANAJI

In a startling revelation, only a few out of 189 domestic violence cases reported in Goa in the last financial year are registered by the government authorities. The reason: Many of these cases, during the inquiry, are found to be fabricated.

The data released by the Department of Women & Child Development reveals that only around 5 percent of such cases reported by women complainants were taken forward for investigation and subsequent hearings before the Block Development Officers during this period.

“On an average, BDOs investigate around 46 domestic violence cases every year out of a bunch of complaints received through various agencies. The officers proceed with the matter only after prima facie inquiry ascertains the complaint is genuine and in this process, we found that a huge percentage of complainants make fake accusations,” said a senior WCD official.

The WCD Department has designated all 12 BDOs as Protection Officers under Domestic Violence Act, 2005 to assist the aggrieved person in making a complaint including ensuring a safe shelter home, medical examination in case of bodily injuries, etc.

These figures are apart from the cases reported at police stations, as according to the government official, “There is a possibility the complainant reports the matter before both the authorities (WCD and police).”

Records indicate that an overall 3819 cases have so far been reported through one-stop centers, women helpline, respective BDOs and Goa State Commission for Women. Out of these, 189 domestic violence cases were reported at BDOs in 2022- 23.

However, this is just the tip of the iceberg as the actual number of genuine yet unreported cases is believed to be much higher.

Whereas as per the National Crime Records Bureau 2021, Goa Police reported zero cases under The Protection of Women from Domestic Violence Act, 2005 as well as The Dowry Prohibition Act, 1961.

The department is soon to begin the recruitment process of 12 lady officers to exclusively assist and tackle these issues. The appointment will thus relieve all BDOs of the additional task.

“The appointment of these officers is under process. We will soon get approval for our proposal from the government and advertise the posts,” the officer said.

As per further details, one-stop centers are set up at the Forensic Department of Goa Medical College in Bambolim since 2015 and at Junta Quarters, Pajifond in Margao since 2019, to provide medical, legal, psychological and counselling assistance under one roof.
