Going by the old rates finalised during the term of mayor Shubham Chodankar, cars would now be charged Rs 10 for less than 4 hours, Rs 15 for 4 to 12 hours and Rs 20 for more than 12 hours but less than 24 hours. Two and three wheelers would be charged Rs 4 for less than 4 hours, Rs 8 for 4 to 12 hours and Rs 15 for more than 12 hours but less than 24 hours.
The Mayor also announced that the work order awarded to Straight Deal Services would be signed for Rs 63,01,000 per year. “The contractor will depute 60 workers to implement pay parking on 18 of Panaji’s roads. The tender had been issued a year ago by the previous mayor. The work order was ready in January 2016 but he never signed it. I will therefore sign the same work order and issue it to the same contractors that bid the highest,” said Furtado.
Residents of the city that pay house taxes will, however be given passes to park one four-wheeler and one two-wheeler. Rented flats and shops will however not be given these passes.
Furtado said the uproar against new prices was the reason for the change. According to the his proposed rates, cars would have to shell out Rs 100 per hour above 12 hours and two wheelers would have had to pay Rs 50.
“The aim behind implementing high rates was not for the CCP to make money but to instill a form of discipline among the people that come to the city and park their vehicles, many in double and triple parking,” he said.
He also pointed to the differing amounts quoted by agencies during the tendering stage. During the first call in 2014, Good Will Enterprises had quoted Rs 75,00,000. Second call in July 2015 had the same company quoting an amount of Rs. 42,29,000 while the third call had the same company quoting Rs 40,51,000. They however failed to apply for the fourth call that was given to Straight Deal Services.
He also raised caution to the problem of sweepers not working in full force despite collecting daily wages. “The CCP pays a total of Rs 1,50,000 per month to sweepers but I’ve observed that there is a nexus between them and the staff. We’ve found that 50 percent of the workers do not even report for work but collect the money,” said Furtado.
