An oft-heard grievance in the police department and a cause for much heartburn among Goa’s men-in-uniform is the issue of promotions. But the situation is now likely to ameliorate to a limited extent as the government has finalised the sanctioned strength of the entire police department which will pave the way for effecting promotions soon.
Police officers whose job it is to ensure citizens get justice are themselves facing injustice with promotions of several deputy superintendents of police, police inspectors, constables and head constables delayed for long years.
For many years policemen have been denied promotions, in some cases, officers serving in the same post for a decade and more. There are also several instances where officers are holding positions and discharging responsibilities of posts which are higher in rank in ad-hoc appointments.
Eleven SPs, 36 DySPs, 87 PIs, 450 PSIs, 291 ASIs, 1,114 PCs and 3940 PC is the new sanctioned strength of the Goa police department for the next three years and it currently has 902 men short.
The posts of five SPs, 18 DySPs, 64 PIs, 243 PSIs, 195 ASIs, 1017 head constables and 3506 PCs are filled. A total of 32 PSIs have been promoted on ad-hoc basis.
The vacant posts of six SPs, 18 DySPs, 23 PIs, 207 PSIs, 76 ASIs, 97 HCs and 434 PCs are expected to be filled in coming months either by promotion or through direct recruitment as per existing recruitment rules.
Meanwhile, the department has hit a roadblock on the issue of filling the six vacant posts of SPs as the officers in line for the promotion do not fulfill the RR criterion of completing at least six years in service as DySPs. They are: DySPs Sammy Tavares, Gajanan Prabhudesai, Mahesh Gaonkar, Serafin Dias and Lawrence D’Souza.
Sources said, the department has moved a proposal to the government to relax the clause of six years’ service to clear the promotion of these six officers.
Uday Naik, Harish Madkaikar, Santosh Desai, Uday Parab, Sandesh Chodankar, Salim Sheikh, Wilson D’Souza, Francis Corte, Roy Pereira, Nolasco Raposo, Braz Menezes, Nutan Vernekar, Gurudas Kadam, Siddhant Shirodkar, Jivba Dalvi, Rajan Nigalye, Rajendra Prabhudesai, Nerlon Albuquerque, Pravin Vast, Sagar Ekoskar, Rajesh Kumar, Chetan Patil, Manoj Mhardolkar, Tushar Vernekar, Vishwesh Karpe, Sudesh Narvekar, Suraj Halarnkar, Sudesh Naik, Rupendra Shetgaonkar, Ram Asare, Nilesh Rane, Shivram Vaigankar and Ashish Shirodkar have all completed the five-year service as PI mandated by the RRs for promotion to DySP rank.
But not all of them will gain the promotion by default as a part of the eighteen vacant DySP posts will be reserved for direct recruitment.
There are also instances where police officers hold the PI rank on ad-hoc basis but are technically still PSIs.
In the constabulary, around 1910 police constables are eligible for promotion to the post of head constables, and 222 of them have completed more than 20 years in service.
Proposal of CM’s medal for DGP shelved
PANAJI: The name of Director General of Police Dr Muktesh Chander had figured in the original list recommended by the department for the Chief Minister’s medal but somehow he did not figure among those who eventually got it.
Sources said the government flagged his name since he is from the Indian Police Service (IPS) cadre and the CM’s medal for meritorious service is normally awarded to officials of the State cadre.
However, had Dr Chander to be conferred the medal, he wouldn’t have been the only IPS officer to get it. A few years ago, his subordinate and current Superintendent of Police (Crime) Karthik Kashyap was conferred the honour.
