In a bid to curb vested interests among panchayat staff who create hurdles in the functioning of the panchayat, Panchayats Minister Mauvin Godinho on Monday said a common cadre with a transfer policy will be implemented.
He also stated that the panchayat department will have its own technical and vigilance cell to boost development works.
Godinho was speaking after inaugurating the community hall and shops belonging to the Keri Panchayat. The project has been constructed under the Golden Jubilee fund at a cost of Rs 1.5 crore.
Priol MLA and Minister for Art and Culture Govind Gaude, former speaker Vishwas Satarkar, Panchayats Director Rajendra Satardekar, BDO Prasiddh Naik, businessman Sandip Niglye, Keri Sarpanch Anisha Gaude, Deputy Sarpanch Rohidas Kerkar, Betqui-Khandola Sarpanch Dilip Naik and others were present on the occasion.
“For smaller works, we go to the PWD. But what happens there is those files are not executed. It takes 3-4 months for the process. Then sarpanchas put forth their grievances before us. Hence, we have decided to have our own technical and vigilance cell. These cells will be housed in our new four floor office,” Godinho said.
“We will bring about changes in our functioning and to facilitate the workflow at the directorate, its functioning will be soon digitalized. This will enable us to monitor applications by public. Within three months, the new office will be set up. Why only the cities, let’s make our villages smarter,” the minister said.
Commenting on the common cadre, Godinho said this demand has been put forth from across the State.
“The file in this regards is with law department. Some staff interfere and misguide sarpanchas, thereby creating hurdles in the work. Hence, transfer policy will be implemented to curb the vested interests among such staff,” Godinho added.
In an apparent jibe at PWD Minister Sudin Dhavalikar, Art and Culture Minister and Priol MLA Govind Gaude, who got elected with the support of BJP, said he would not give false promises about providing continuous water supply, but would try for at least six hours.
“The water issue of Keri is resolved by 90 per cent. Some give false promises to provide water for 24 hours. I will not give such false promises. But yes, I will try for at least six hours of water supply,” said Gaude.
He also promised to provide the village with three-phase electricity connection and street lights.
“A small area will be developed next to the Community Hall to enable arrangement of buffet party during wedding celebrations,” Gaude said.
Satarkar and Satardekar also spoke on the occasion.
The complex is built under the ‘Upgradation of Infrastructure in the Rural Areas under Deendayaal Panchayat Raj Infrastructure Development (Golden Jubilee) scheme 2013’ and consists of 11 shops on the ground floor and a community hall with a seating capacity of 300 persons on the first floor.
