The directions were issued during a review meeting on garbage management and the functioning of the Material Recovery Facility (MRF) in the Revora panchayat jurisdiction.
Besides directing the panchayat to streamline waste collection, the BDO instructed it to seek technical guidance from the Goa Waste Management Corporation and the Goa State Pollution Control Board at the earliest for strengthening garbage management and the proposed MRF facility.
The panchayat secretary was also directed to constitute and operationalise the Garbage Management Committee, Village Health, Sanitation and Nutrition Committee and Village Water and Sanitation Committee in accordance with the relevant provisions of the law.
The BDO further instructed the panchayat secretary to maintain constant follow-up with the Revora Comunidade regarding the allotment of land for the construction of a permanent MRF shed.
During the meeting, members discussed the health risks and environmental contamination associated with open garbage dumps.
GOACAN coordinator Roland Martins pointed out that the Garbage Management Committee, Village Health, Sanitation and Nutrition Committee, and Village Water and Sanitation Committee have not been constituted and remain non-functional.
The panchayat secretary informed the meeting that CCTV cameras have been installed at identified garbage dumping black spots to curb illegal dumping.
He also said the garbage had been cleared from the location referred to in the complaint.
Officials reviewed the existing MRF shed and observed that such facilities are essential for scientific segregation and management of waste to minimise public health and environmental risks.
The Panchayat Secretary informed the meeting that the panchayat does not have land available for constructing a permanent MRF shed. He said the panchayat has written to the Revora Comunidade requesting land for the facility and is awaiting a response.
The meeting was attended by Revora Sarpanch Vijayata Fadte, Panchayat Secretary Viraj Kinalkar, GOACAN coordinator Roland Martins, representatives of the Goa Waste Management Corporation (GWMC), the Goa State Pollution Control Board (GSPCB) and the complainant.
