A simmering conflict has erupted in Ganvoi-Tivim, where residents have launched a strong protest against a large residential construction project proposed, alleging that the development threatens both heritage and safety concerns in the area.

Locals claim that the project, along with its supporting infrastructure, could compromise the structural stability of the century-old St Francis Xavier Chapel at Ganvoi-waddo, a site they say holds deep historical and cultural significance for the community.

“We are not against development, but not at the cost of our heritage. This chapel has stood here for over a hundred years. Any reckless construction nearby could weaken its foundation,” said a local resident involved in the agitation.

The protest has gathered momentum with support from the Revolutionary Goans Party (RGP), whose members have backed residents in demanding immediate intervention from the Tivim panchayat.

Following a formal complaint, a site inspection was carried out; however, locals expressed anger after the sarpanch went back on his assurance to issue a stop-work order on the construction.

Residents have also raised concerns over what they describe as “manipulation” of site conditions.

According to locals, while the protest was underway, the project proponents allegedly shifted tin-sheet barricades further inside their property and hastily tarred a portion of land to give the impression that the access road meets the mandatory six-metre width requirement.

“The road here is not six metres wide. What they have done is cosmetic and misleading. They are trying to create a false compliance on paper,” alleged another resident.

Allegations have also been levelled against the Tivim panchayat, with residents accusing the body and in particular Sarpanch Michael D’Souza of inaction and complicity.

“The panchayat has failed to act despite repeated complaints. It raises serious doubts about whose interests are being protected,” a protester remarked.

However, Sarpanch Michael D’Souza has strongly denied the allegations, asserting that the panchayat remains committed to upholding the law.

“I am not a landlord to ‘sell Tivim’ to anyone. Those making such claims should direct their questions to the actual landowners,” D’Souza said, responding to the accusations.

Addressing the concerns surrounding the chapel, the sarpanch acknowledged that the issue warrants scrutiny but clarified that the primary focus is on verifying allegations of unauthorised construction and possible illegal road widening.

“If there are any violations by the builder, appropriate action will be taken strictly as per law. The panchayat stands with the people of Ganvoi, but due process must be followed,” he said.
