In a recent development, the North Goa Planning and Development Authority (NGPDA) issued a directive to the owner of a restaurant located in the field of Camarkhazan-Mapusa to remove permanent structures on the premises and restore the land to its original state.
The Member Secretary of NGPDA, Vertika Dagur emphasised that the initial permission granted to the owner was strictly for the installation of temporary sheds using natural materials, prohibiting the use of materials like laterite masonry or metal sheets.
However, it was observed that permanent structures, including sheds and pavers on the floorings, were erected in contravention of the guidelines.
This isn't the first time the owner has been served with such a notice. Last year, a similar directive was issued, instructing the removal of permanent structures within 30 days. The owner, however, failed to comply with the order.
The NGPDA had initially granted permission in 2018 for the establishment of a temporary shed to facilitate a small takeaway facility, within the Town Planning Scheme boundary. However, this permission was contingent upon the eventual removal of the shed upon finalisation of the Town Planning Scheme, with strict adherence to using natural materials.
Meanwhile, the Goa Coastal Zone Management Authority (GCZMA) had also taken action against the restaurant owner for operating within the coastal regulatory zone limits. A show-cause notice was also issued, warning of demolition due to alleged violations of norms.
The actions by NGPDA and GCZMA were prompted by a complaint lodged by John Lobo, the General Secretary of the Tenants Association of Camarcasanacho Bundh. Lobo raised concerns over illegal construction activities and the operation of a bar and restaurant named “Assis Riverside Bar and Restaurant” on the premises.
Following the complaint, authorities conducted a site inspection, revealing that the restaurant's construction encroached upon mangrove buffer zones and Coastal Regulation Zone II areas. Furthermore, it was discovered that the restaurant was built by filling up a low-lying area, exacerbating environmental concerns.
Notably, the Mapusa Municipal Council had issued a temporary license to the structure, with a caveat that it would be revoked in response to public complaints. Failure to comply with the NGPDA directive could result in further legal action against the owner.
