State sees highest utilisation of funds under Central schemes

The Government of Goa has been implementing 222 Centrally Sponsored and Central Schemes in the State since 2014-15 onwards. The Central Ministry releases funds to the State Government for implementation of various Centrally Sponsored Schemes/Central Schemes (CSS/CS) through treasury account or Special Purpose Vehicle (SPV) through Public Finance Management System (PFMS), says a Department of Information and Publicity press release. 

During the FY 2017-18, the State has implemented 176 CS/CSS schemes. Funds to a tune of  Rs 493.99  crores have been released, out of which an amount of Rs 253.54 crore has been utilized. 

During the FY 2018-19, the State has implemented 177 CS/CSS schemes. Funds to the tune of Rs 284.15 crore have been released, outof which an amount of Rs 228.76 crore has been utilized. 

During the FY 2019-20, the State has implemented 175 CS/CSS implemented. Out of Which an amount of Rs 314.90 crores were released  for 102 CSS/CS, out of which an amount of Rs 339.94 crore has been utilized. For the Financial year 2019-20, the utilization is more than the funds released by the GoI, since the unspent amount of the previous year have been utilized and it is observed that the State has utilized optimum funds released by the concerned Ministries.

During the FY 2020-21, the State has implemented 179 CS/CSS implemented. Out of 179 CSS, the Government of India has released  an amount of  Rs 302.93 crore for 105  CSS of 44 departments and an amount of Rs 295.80 crore has been utilized, adds a DI press release.  

Over the period 2014-15 to 2020-21, the Government has released an amount of Rs 2039.71 crore and has utilized an amount of Rs 1660.05 crore as on March 31, 2021. The over all  percentage utilization of Central funds under Centrally sponsored/Central schemes is 81.39%.

As on date, 13 Departments have identified 53 CSS/CS which are applicable to Goa but not implemented in the State. Of which, Detailed Project Report (DPR) for the Schemes have been prepared for 44 schemes. The DPRs of 37 schemes have been submitted to the Concerned Ministries. Till date, 9 schemes have been approved by the concerned Ministries and funds have been released for Six schemes.
