Criminal irresponsibility in Panaji chaotic work

The Goa government, Imagine Panaji Smart City Development Limited, Public Works Department, concerned contractors, MLA of Panaji constituency and the Mayor of Corporation of the City of Panaji are to be charged for criminal conspiracy amounting to gross dereliction of duty for having been found grossly lacking in responsibility leading to taking up of the sewerage system work in a hurry only to avail of the funds. 

By doing this they have caused immense hardships by destroying water pipelines, LPG piping and optical fibre cables thus leading to unprecedented damage to underground system to the people of Panaji without knowing  what they were doing and thus leading to the degradation of the city roads and utilities through sheer neglect with none wanting to take the blame. 

The mere appointing of a new head to the IPSCDL does not mean that last minute remedy to the people of Panaji can be salvaged as the damage caused is considerable and cannot be fixed at this eleventh hour to prevent even less flooding in the city. 

All the drains have to be cleaned at least and the roads asphalted so that relatively smoother traffic can be restored in the monsoon. Those responsible should be sued in the court and face severe punishment for the pathetic state of affairs that they have plunged the people of Panaji into. Stop gap measures will be insufficient to restore Panaji to a semblance of normalcy at least which will be not achieved before the onset of monsoon. 

A last minute patch up work will be insufficient to tide over the monsoon and all these authorities should face the wrath of the people of Panaji. Without a comprehensive map of the utilities laid under the city roads, no work should have been undertaken at all. All the damage will be very difficult to mend.
