This refers to the report by Panchayati Raj Department and Institute of Rural development and Panchayatt Raj, Hyderabad highlighting poor attendance in Gram Sabhas. While lack of awareness and busy schedules are valid reasons, another major factor deserves attention. Many villagers have lost faith in the gram sabha because resolutions passed unanimously are often not implemented. Under the provisions of the Panchayat Raj Act, it is the duty of the sarpanch and panchayat to execute gram sabha resolutions unless they are contrary to law or beyond the powers of the panchayat. When genuine public decisions remain only on paper, people naturally feel that attending the gram sabha serves no purpose. Another serious concern is the presence of anti-social or politically motivated elements who intimidate or suppress genuine voters during gram sabha meetings. Such an atmosphere discourages law-abiding citizens, senior citizens, and women from participating freely. The Government should ensure strict implementation of gram sabha resolutions, fix accountability for unjustified delays, and provide adequate police protection wherever necessary to maintain a peaceful and democratic atmosphere. Only then will people's confidence in the gram sabha be restored.
