While Union Education Minister Dharmendra Pradhan has expressed grief that students committed suicide due to failure of the 'system' to conduct proper exams, Modi hasn't spoken a word on these 20 deaths. If you have noticed, he does not speak on anything negative happening under his watch. Those who get close enough to question him have already been given questions which they ask and they are trained not to go into uncharted territory with him. Because he does not want to acknowledge the tragedy, those who are suffering must be wondering about his ability to sympathize. He can not feel any empathy because he has never been in a position to suffer similarly. His 'ostrich with it's head buried in the sand' attitude allows those below him to literally get away with murder. They know that he will not take them to task, and they rest easy, allowing mistakes to happen again. They also know that he will not sack them so that is a double layer of protection. If the ministers knew that they risk losing their job, they would be perhaps more diligent.
