Can courts pull up Colva p'yat as done at Anjuna?

It was some music to my ears to read about the High Court not only 1) Ordering demolition of 38 illegal structures at Anjuna but also very importantly 2) Pulling up present/past Panchayat secretaries on deceiving the courts and asking them to be present at the next hearing on January 31. Unless the powers that be are hauled up nothing will improve as these corrupt officials will have no fear of any action and then pursue other illegalities. In Colva, the are illegalities being allowed currently and so many allowed in the past. The latest incident is the former mayor of Panaji being confirmed as illegally filling land in Colva, while the Colva Panchayat looked the other way despite complaints made on the same. There are also past Secretaries of Colva who have allowed so many illegalities and need to be pulled up. 

Can I request the High Court to please replicate the Anjuna action in Colva as well ? I understand that various complaints on illegalities at Colva are already filed by concerned citizens.
