Goa’s real estate development and damage to environment

The scale of real estate development in Goa is now at a shockingly high level in my view. Environment, forests trees, hills, coasts are being destroyed at fast pace. Needless to mention the pollution, demographic change, reducing water resources, etc The purchase prices of these apartments, villas, etc are so high that majority of Goans will not be able to afford them. What's stopping the Goa government to put in policies/laws to address this destruction, or is their priority to only make maximum of illegitimate wealth for ruling Goan politicians?

Are Goans so unintelligent and dumb not to understand the serious consequences of this destruction in the short to medium term ? This destruction is to feed the greed of a small number of people including politicians, specific Goan/Non Goan real estate entities and land sharks.
