The jobs-for-cash scam is blowing up big with crores of rupees allegedly exchanging hands. Every day throws up new names with links to the job scandal. Most of them have failed to provide the necessary government jobs after receiving the cash in part or in full. The government has said that no one will be spared if found to be involved in the cash-for-jobs scandal.
However, the big question that arises is how it will be possible to prove legally that bribes have been paid for getting a government job. Obviously no receipt is issued by the bribe taker when money exchanges hands. The money could be handed in hard cash and not by a bank cheque. Even if a bank cheque is issued it will not be mentioned on the cheque the purpose for the payment.
The exchange of money could take place only by word of mouth and based on a promise of a government job. Even if a receipt has been issued it will most probably not be mentioned on the receipt that the money has been received in lieu of the promise of a government job. Another question that arises is what happens to those who have got government jobs by paying a bribe. In all probability such persons will not come forward and mention it.
