System failing to rein in history-sheeters

I came across two news reports about crime, one involving the possession of narcotics and the other involving a robbery on the highway. What struck me as interesting was that in both cases, the perpetrator would be remanded for a short period and then released, only to commit the crime again. Consequently, they are labelled as "history-sheeter". We need to determine where the system is failing. Law enforcement seems to be performing its duties to a certain extent, which raises the question: Is the judiciary the weak link? There should be a governing body responsible for assessing the judiciary's performance. If the current approach to dealing with serial offenders continues, it is possible that some of these individuals may eventually hold seats in parliament.

Every 12 years the festival carries the prefix “Maha,” which means great, as it’s the largest gathering of the Kumbh Mela that’s held every three years in one of four cities (Prayagraj, Haridwar, Ujjain and Nasik).
