
The Corporation of the City of Panaji (CCP) is facing significant dues amounting to approximately 50 crores, with house taxes contributing to around 60% of the outstanding amount. Various issues, including legacy matters, have contributed to this substantial pending sum.
One of the major issues is related to the market, where tenants have reportedly not paid rent since the market's construction in 2003. The accumulated dues, including compound interest, now stand at approximately 20-25 crores. Additionally, pending house taxes from defaulting taxpayers have further added to the burden on CCP's operations.
The failure to collect these dues not only impacts CCP's financial operations but also hampers essential services such as cleanliness, pre-monsoon work, and garbage collection. With only a fraction of taxpayers fulfilling their obligations, CCP is facing challenges in maintaining essential services.
To address these issues, CCP Mayor Rohit Monserratte said that CCP is taking steps to recover the pending amounts. Efforts include rectifying procedural lapses, such as signing agreements with defaulting tenants, which could immediately generate revenue of around 8-9 crores. Moreover, CCP is exploring avenues to commercialize its properties to alleviate the burden on taxpayers in the long run.
Meanwhile, commenting on the preparations for the upcoming monsoon season and ongoing smart city projects, Mayor said that CCP has taken proactive measures. It has communicated with the Smart City Managing Director regarding flood points and infrastructure maintenance. Additionally, CCP is coordinating with relevant authorities to ensure the completion of necessary infrastructure projects to mitigate flood risks.
While challenges persist, CCP remains committed to ensuring the city's preparedness for the monsoon season and the smooth execution of smart city initiatives. Cooperation between CCP and the Smart City project authorities is crucial in addressing infrastructure needs and minimizing disruptions to essential services.
Despite ongoing roadblocks and challenges, CCP is focused on finding solutions to improve the city's infrastructure and financial health. Long-term plans include the reconstruction of key areas like Miramar to enhance urban resilience and address longstanding issues effectively.
