The Congress on Saturday raised serious questions over the legal validity of several government decisions taken during the ailment of Chief Minister Manohar Parrikar alleging “forgery” has been taking place with others approving files on behalf of the CM.
GPCC chief Girish Chodankar alleged that two “coteries” of the CM, one political and another from among civil servants, including an IAS officer have been illegally clearing official government business.
“The CM’s Secretary clears filed saying ‘as per the discussion held with CM’ and ‘as per approval of CM’. If he has been talking to the secretary, why not talk to the Ministers? This raises doubts in everyone’s minds,” Chodankar said.
The GPCC chief said the Congress will take the matter to court and seek scrutiny of all files that have been cleared since Parrikar took ill in February.
Asked to name the people who are part of these coteries, Chodankar said: “We will name them in time. We will take every single decision taken in the CM’s name and place them before the people.”
The CM is a constitutional position. Parrikar’s health is his family’s prerogative, but the CM’s health is our concern,” Chodankar said, and warned those involved they can go to jail if it cannot be proved that it is indeed the CM’s signature on the files.
Chodankar also questioned as to who was operating the CM’s email account.
“To the officers that have approved files without the CM’s signature, you will be held answerable,” Chodankar said, adding, “If a verbal nod has been given, this does not count and we will not accept this.”
