Goa will come under a polyvinyl chloride-based plastic ban from May 30 this year, said Chief Minister Manohar Parrikar.

"From January 26, the first phase of plastic ban will begin. From May 30, Goa will come under total PVC-based plastic ban," he said after inaugurating the facility for organic waste management at Patto, Panaji.
Stating that the government will encourage usage of starch-based plastic, he informed, "Now there are plastics available which are degradable. We wil
l encourage its usage. A new technology has been introduced to make plastic out of starch which we eat and even use for clothes. If anyone wants to use a plastic bag, they can use these bags which are made out of starch."
"The trial has been successful and its commercial production has also started. The cost also is similar to the plastic. The advantage of using this plastic is that it gets dissolved within 60-100 days. Even if the cows eat it, it gets dissolved as it is basically made of starch," he said.
He also informed that the state government will impose a strict ban on usage of any plastic after December 19, 2018. "After December 19 we will strictly ban plastic. Let us make Goa free of plastic. If we want to make Goa garbage free we will have to remove conventional plastic from the system," he said adding, "Even food in plastic packets will be banned."
Stating that there are various types of wastes, he informed that facilities are being created at various places in the State to handle them.
"In Kundaim, we have acquired land for setting up biomedical waste treatment facility, and facility for treatment of hazardous waste will come up in Pilerne," he said.
Parrikar also warned that vehicles found dumping construction debris along roadsides will be either confiscated or huge fines will be imposed on them.
"There are many vehicles found dumping construction debris along the roadside. After January 26, if any vehicle is found dumping construction debris, they will be confiscated or huge fines will be levied. We will comprehensively take action on littering from January 26. By December 19, penalty will also be increased and new law banning littering will come into force," he said adding that 40,000 square metres of land has been identified for setting up of facility for recycling debris.
"We lift nearly 600 tonnes of waste along the roadside. In the last 6 years we have lifted 4200 tonnes of garbage from the roadsides. If it was not lifted it would have destroyed Goa virtually in all senses," he said.
