The Mini-Satellite Township Resident’s Association, Colvale has accused the Goa Housing Board (GHB) of making illegal changes/modifications in the original master plan of the Mini-Satellite Township for the benefit of the Tivim MLA Nilkant Halarnkar and others.
The President of the Mini-Satellite Township Resident’s Association, Colvale, Babani Salgaonkar has said that the association has filed a writ petition against the GHB for indulging in illegal activities by interfering in the original master plan of the township.
“The allotment done after making modifications to the original master plan in 2017, has been carried out without taking the resident association on board and has been done at the cost of withdrawal of various amenities provided in the original approved master plan,” said Salgoankar, who was a former sarpanch of Colvale and does not see eye to eye with the local MLA.
He alleged that the allotment of educational plot admeasuring 2125 sq mts to Halarnkar Education Society by the GHB was done without following proper and transparent allotment process and the society has already started preliminary work of excavation at the site last week.
He said Tivim MLA, Nilkant Halarnkar is the promoter of the Halarnkar Educational Society as well as of the Halarnkar Charitable Trust.
He further informed that the Halarnkar Charitable Trust was earlier already allotted a plot for institutional purpose by amalgamating two plots by withdrawing a plot earmarked for a post office in the original master plan, when the local MLA was the chairman of GHB.
“Now, Halarnkar Education Society has been allotted a plot of 2125 sq mts after illegal modification to the original master plan,” he alleged.
He further alleged that a new entity viz Halarnkar Education Society was formed to get the allotment done in their favour as the rules of allotment of plot of housing board states that no person/institution can be allotted additional plot within 30 years of first or previous allotment.
Salgaonkar said that Goa government, department of housing, Colvale panchayat, NGPDA, Halarnkar Education Society, Tarun Bharat, Gajanan Khorjuvekar and Nilkant Halarnkar have been named as respondents of the writ petition.
