Says reform will ease compliance

Chief Minister Pramod Sawant on Friday welcomed the passage of the Jan Vishwas Bill, 2026, in Parliament, calling it a major reform that will boost ‘ease of living’ and ‘ease of doing business’.
In a post on a social media platform, Sawant said the legislation was a “transformative step” towards building a more trust-based and citizen-centric system of governance.
“Boosting ease of doing business for a future-ready Bharat. The bill continues to drive transformative reforms by simplifying rules and promoting trust-based governance,” Sawant posted.
Parliament on Thursday passed the Jan Vishwas (Amendment of Provisions) Bill, 2026, to amend 784 provisions in 79 central laws. The aim is to decriminalise and rationalise minor offences, improve the business environment, and reduce harassment of people.
Sawant said that for Goa, these reforms will support MSMEs, start-ups, and traditional industries by creating a more predictable and business-friendly environment.
“From small traders to emerging enterprises, simpler compliance will encourage growth, innovation, and investment across sectors,” he said.
Sawant congratulated Prime Minister Narendra Modi and Union Minister Piyush Goyal for what he called a landmark reform that reinforces the spirit of “Minimum Government, Maximum Governance”.
The legislation removes outdated provisions, promotes decriminalisation, reduces the compliance burden, and ensures faster resolution of cases, thereby improving ease of living for citizens and the business environment for enterprises, the CM said.
He also said the consultative approach adopted while drafting the Bill reflects inclusive and forward-looking policymaking, taking into account the views of different stakeholders.
