Traffic challan dated 1904: violator says was not even born

This 72-year-old resident of Malbhat has already paid two challans for riding a two-wheeler without a helmet on a congested Margao road leading from the old Bhatikar model school to the pick-up stand, but the third challan from the traffic police has come as a shocker “ it states the rider has committed the traffic violation in the year 1904, years before his birth. 

Putu Prabhu Alvenkar (72) has also raised a pertinent question whether challaning riders for not wearing helmets on congested city roads will help achieve the objective of reducing accidents, demanding that the traffic sentinels should work on the highways, including national and state, where major accidents occur.

 “I think a traffic sentinel registered with the Goa police has stationed himself at the Old Bhatikar Model school. Earlier I had received two notices for riding sans helmet which I had paid. 

But, I have a point to make to the Goa police that these sentinels should be asked to video film motorists and riders on the highways. The road along the Old Bhatikar model school is always congested with traffic, wherein riders cannot ride or drive beyond 20 kmph. But, it is evident now that this sentinel has parked himself on the road to collect the photographic and videographic evidence, based on which challans are issued to the motorists,” Alvenkar added.   

“When I received the latest notice stating that the offense was committed on December 6, 1904, at Old Model Bhatikar school, I sought to know from the police personnel how any person can commit an offense before his birth,” he said, forcing the police personnel to take back the notice.   

While saying that the traffic police has taken the notice, Alvenkar, however, has a advise or two to the traffic police to utilise the services of the traffic sentinel where they are required the most. 

Incidentally, similar sentiments have been expressed by many a two-wheeler, who have accused some persons of video filming their 

movements and sending the clips to the traffic department.
