Based on the review of historic data, followed by findings of the leachability study, NEERI has categorized the waste as hazardous due to its leachable concentration as per the Hazardous and Other Wastes (Management and Transboundary) Rules, 2016.
In fact, NEERI has given two options for the GSPCB to adopt for environmentally safe management of the dumped hazardous waste.
Option 1: A scientifically designed captive secured landfill facility (CSLF) can be established within the Cuncolim Industrial Estate for the disposal of the entire quantity of hazardous waste existing at the dumpsite.
In this case GSPCB will need to identify and make available a suitable site with adequate area for establishment of Captive SLF as per the CPCB guidelines. GSPCB is advised to take up a detailed feasibility study in this regard. If feasible, GSPCB will have to construct, operate, close and monitor the captive SLF as per the prevailing guidelines/manuals of CPCB
Option 2: The entire hazardous waste dumps can be transported/shifted to the Common Hazardous Waste Treatment Storage and Disposal (CHWTSD) Facility of Goa for disposal in its secured landfill cells. By adopting this option, the onus of the waste after its disposal shall remain with the CHWTSDF operator, as it is subjected to regular audits and strict monitoring activities. Following the complete excavation and disposal of the waste to the CHWTSDF, the site may be restored and used for industrial purposes.
