Ports Minister Michael Lobo on Saturday made a case for matka gambling to be legalised in the State and even suggested levying 12% GST on it, so that the government could earn revenue from the business.
He also said Goans should be allowed entry into casinos, but should not be allowed to gamble inside it.
“So many people are playing matka every day. The government is losing a lot of revenue on this. It should be legalised,” Lobo said.
The Ports Minister was responding to a query that if government can ban gambling in casinos why couldn’t it do the same on matka, which has ruined many poor families.
Lobo said matka should remain in the hands of those who are running it presently but it should come under the ambit of law as far as GST is concerned.
“There should be only one tax (GST) on matka. Government should get Rs 12 on every Rs 100 played on a bet,” he said.
He further said no gambling activity should be held illegally and those who are employed to take bets should do it openly and without fear.
“All those who are employed should take bets openly. The present modus operandi of taking bets on the sly should stop. Agents should not hide at the sight of the police,” Lobo said.
Defending his government’s ban on locals in casinos, the Ports Minister reminded that some time back there was a public outcry not to allow Goans inside casinos. He, however, said entry of Goans into casinos should be allowed but they should be barred from gambling inside.
“I think we cannot ban a Goan from entering a casino or a vessel but gambling can be banned. The notification is all about this. Gambling in a casino is banned for a Goan. We have brought a law on this. But it can be challenged in the court of law. So let’s wait and watch,” he said.
He said such a law of banning locals from gambling in casinos was there in other countries like Macau, Nepal, Sri Lanka, etc.
