This is one of the most obvious realities of any democracy.Elected representatives are called to account by the people through the ballot.AN MLA gets a clear run of five years to serve his constituency. But there’s aflip side to this story. Non performing MLA’s too get five years where theyfail people who voted them.
Therefore in the interest of transparency and importantlyjustice for the citizen of Goa, The Goan will track the performance of everyMLA throughout the year on a weekly basis. This is how this will work. Startingtoday, we will feature the “MLA report card” in every issue. Each report willrecord the promises made by the MLA as a candidate, work done so far andhis/her plans for the coming year.
Throughout the year, The Goan will make periodic visits tothe constituency to get feedback on the MLA’s progress. At the end of April next year, we will publish an annualperformance appraisal of every MLA according to parameters we will lay down.The appraisal will be done by a professionally appointed agency which will usethe best data gathering and interpretation tools. The same exercise willcontinue for each of the five years till the term ends.
We are doing this to bring accountability and transparencyinto the system in tangible manner with no scope for vague interpretation orpolitical posturing.
