Recently a former minister of Goa had reportedly accused his party’s government of being involved in corruption and a minister of forcing him to pay Rs 15-20 lakh bribe, prompting calls for an investigation from the opposition. After a few days the minister reportedly recorded his statement before the Anti-Corruption Bureau (ACB) where he has stated that he has not paid any bribe to anybody. It is learnt that accepting the statement of the ex-minister, ACB has closed the inquiry into the matter. In another incident the Margao town police booked a case under Section 64 of the Bharatiya Nyaya Sanhita (BNS) against an unidentified person on charges of raping a 25-year-old woman after giving her an intoxicating drink. However after some days the woman later denied the allegations and expressed her desire to return to her hometown in Karnataka. The question that arises is if the incident has not taken place, why was a case filed in the first place? It seems necessary to also investigate why the complainant went back on his/her complaint before closing the case.
