Has govt no power to stop destruction of environment?

With the recent massive environmental and significant ecological violations at the Old Goa heritage sight, it is not surprising to hear statements by the Goa government  that they have not given permissions for any destructive activities and all sorts of denial.  We have seen similar responses from the government at the height of the massive hill cutting violations by mega builders (mainly from outside Goa)  where similar statements were made, action promised and the strange silence. So is Goa a lawless state that destruction is rampant and Goa government has no powers to stop it and severely punish the culprits ? Who is fooling whom here ? I appears to me that the Goa government is playing a sinister “cat & mouse” game with Goans to pursue with their destruction of Goa’s land, environment, hills, forests and heritage.

Recently a former minister of Goa had reportedly accused his party’s government of being involved in corruption and a minister of forcing him to pay Rs 15-20 lakh bribe, prompting calls for an investigation from the opposition. After a few days the minister reportedly recorded his statement before the Anti-Corruption Bureau (ACB) where he has stated that he has not paid any bribe to anybody.
