It’s widely acknowledged that roads in Goa, including National Highways, quickly deteriorate, particularly during the monsoon, developing potholes that pose safety risks and lead to accidents and even fatalities. The annual maintenance contract costs the state about six crores, with contractors responsible for repairs during the defect liability period.
The Ministry of Road Transport and Highways is contemplating doubling this period to 10 years under EPC contracts to lessen government spending on maintenance and enhance construction quality, thus reducing accidents. After this period, highway maintenance becomes the central government’s responsibility.
A budget of Rs 2,600 crores has been allocated for road maintenance in 2024-25. Extending the defect liability period would incentivize contractors to prioritize long-term road quality. Central government-funded maintenance is executed by state public works departments. Given the extensive road damage in Goa, extending the defect liability period locally would be prudent.
