Who is finally responsible for pathetic governance?

Read any newspaper in Goa today or listen to the electronic Goan media, you will see the deplorable state of governance: Rising road accidents with related horrible traffic/road management; poor storage of basics like water and lately mafias supplying sewage water to houses; corruption where all with the ruling government are protected including ministers e.g. land grab, power scam, mining, illegalities, large scale land conversions, etc; sad state of transportation; severe contamination of water bodies/rivers/coasts; massive destruction of the environment/ecology/forests/ trees for water guzzling and polluting real estate housing projects (including illegal settlements for votebanks), etc.  However, one will again see the same rotten/corrupt politicians or those allied to them repeatedly coming to power at State, municipal or panchayat levels! So are people just protesting and then when it comes to election time either: not going out to vote or if voting preferring the same corrupt/incompetent politicians!  How come all these frustrations on horrible governance not materialising into a rejection of those politicians. So who is responsible for such pathetic governance, ministers or actually the Goan voters at large?

The recent drowning deaths at Keri of 4 youngsters reminds one of how callous our people  can be. Despite well marked, warning signs put up at such vulnerable spots of "no swim zones", "no selfie zones" people defy death warnings only to click some exotic selfies.
