Unfazed by uproarious agitations in protest against the railway project of double tracking through Goa, the South Western Railway (WSR) seems to be in mood to keep the project on hold or shelve it altogether. This is evident from Rail Vikas Nigam Ltd obtaining an order from the South Goa district Collector to temporary close level crossing roads in the villages of Chandor, Nessai in Sao Jose de Areal and Davorlim on three different dates for the cutting of the roads to lay the double tracks.
District Collector Ajit Roy has given the go-ahead to the RVNL after his office received a proposal informing that the railway double tracking work is in progress between Chandor to Margao section and that the agency plans to lay double track in three locations by cutting the existing road.
The district Collector’s order states that the level crossing road at Nessai in Sao Jose de Areal will be closed on October 28 for five hours, between 00.00 hours to 05.00 hours.
Similarly, the level crossing road at Chandor between Guirdolim junction and Chandor Church will be temporarily closed on November 2 for five hours from 00.00 hours to 05.00 hours. The level crossing road at Davorlim village between Rawanfond and Davorlim will be temporarily shut on November 9 for five hours, between 00.00 hours to 05.00 hours.
The district Collector’s order comes in the wake of the no-objection certificate submitted by the Superintendent of Police, South for the temporary closure of road at the three locations for cutting the existing road and making the level crossing motorable for plying of traffic.
The order has been issued subject to compliance of as many as 23 conditions, including the condition that the applicant/contractor should obtain prior permission from other concerned competent authorities; should adhere to all the rules and regulations in force, take utmost precautionary measures to as advised by the government from time to time due to the outbreak of Coronavirus, depute minimum 25 security personnel and around 25 traffic wardens/volunteers for traffic regulations/diversion and parking.
While stating that the applicant will be responsible for any major/minor accidents and untoward incidents due to non-observance of safety measures, the Collector has warned that the NOC shall stand revoked and render the application liable for legal action deemed fit if the applicant fails to abide by the laid down conditions.
