The ‘Swamitva’ initiative of the Central government has recorded the issuance of 6,72,646 property cards to landowners from 410 villages, which were surveyed through drones starting August 2021.
The scheme, implemented by the Ministry of Panchayati Raj is essentially to provide a Record of Rights to village property owners. As per the details tabled in the Lok Sabha, the scheme aims to demarcate inhabited (Abadi) land in rural areas through the latest surveying drone technology.
Among other states, Goa saw the survey of 410 villages from which a total of 6, 72,646 property cards, serving as land ownership certificates, have been issued to the residents with ownership rights.
Initially piloted in Maharashtra, Karnataka, Haryana, Uttar Pradesh, Uttarakhand, Madhya Pradesh, Punjab, and Rajasthan, the scheme has subsequently covered other states and union territories.
The Goa government entered into an MoU with the Survey of India on August 26, 2021, for the enumeration of rural lands. The total number of villages were notified for conducting the survey. Currently, 3,52,901 villages have been notified under the ownership scheme nationwide. The Central report further reveals that land surveys in 2,88,052 villages are complete, with 1,63,25,549 property cards prepared.
The scheme is a collaborative effort of the Ministry of Panchayati Raj, State Revenue Departments, State Panchayati Raj Departments and the Survey of India. It covers multifarious aspects viz facilitating monetization of properties and enabling bank loans; reducing property-related disputes; comprehensive village-level planning, and ensuring it would be the stepping-stone towards achieving Gram Swaraj in the true sense and making rural India Atmanirbhar.
