Generating employment by legalising 'matka'?

Calangute MLA Michael Lobo has made a strong pitch for legalizing matka in Goa by bringing it under the purview of lotteries. He stated that people's interest in lotteries has declined because they have found matka to be more profitable, if it is brought under lotteries category the government will get additional revenue by way of GST. In the past too Lobo has batted for the matka industry by asserting that it will generate employment for 20,000 people if legalized. All this was said on the floor of the state assembly with the CM indulgently looking on. By the mantri's logic even prostitution and drug pushing should be legalized because it will yield hundreds of crores in taxes to the state. He might justify his stand by citing the case of Austria,  Greece , Denmark etc where the adult industry is legal and Netherlands, Canada, Germany, US where weed can be legitimately consumed for medical and recreational purposes. With such bright minds in the government the day is not far when there shall be no such thing as 'illegal' in the state, infact even presently there isn't.
