There is no report on promotions for government staffers with disabilities. There are hundreds of employees working under Goa government departments waiting for promotions. The reservation in promotion for government employees with benchmark disabilities is provided in Sec 34 of the Rights of Persons with Disabilities Act 2016. More than a year over, despite directions from the Supreme Court, the state government has been denying reservations in promotions to persons with benchmark disabilities. This is a case where the bureaucrats have ignored the cited SC judgments and thereby denying the promotions for PWD employees. PWD disabled employees are eligible for 4 per cent reservations in promotions. Hence, hundreds of employees are deprived of their rights. This is a discrimination against person with disability in matters relating to employment.
